The Ministry of Investment worked with the Ministry of Industry and Advanced Technology to issue a detailed whitepaper that traces the UAE’s industrial development from resource-focused activities to a diversified center of high-value and technology-driven production. The report covers sectors ranging from heavy industry and pharmaceuticals to renewable energy and space technologies, all supported by advanced Fourth Industrial Revolution tools. It also details the policy settings, infrastructure and collaborative programs that have made the country a competitive choice for international manufacturers seeking innovation and market access.
Dr. Sultan Ahmed Al Jaber, UAE Minister of Industry and Advanced Technology, stated, “Guided by the vision and directives of the UAE’s wise leadership, our country has entered a new phase of sustainable industrial transformation, transitioning towards a model focused on manufacturing, exports, value creation, and strengthening industrial and technological competitiveness in global markets.” He described industry as a strategic requirement for building economic resilience and driving sustainable expansion through coordinated national efforts with government and private partners. The minister highlighted the close coordination between the two ministries in shaping an environment that links foreign investment to actual industrial capacity.
Industrial exports climbed 25 percent in 2025 to reach AED 262 billion while medium- and high-technology exports hit AED 92 billion, exceeding the original 2031 goal six years ahead of schedule according to the whitepaper. Ministry of Industry and Advanced Technology data places the industrial sector’s contribution to GDP at more than $56.7 billion following 57 percent growth. A sector assessment found manufacturing now accounts for roughly 11 percent of the overall economy.
At the same event the Ministry of Investment introduced Atlas, an interactive geospatial tool that supplies real-time mapping and analytics on investment projects, sectors and free zones across all seven emirates. The platform allows users to filter by country of origin, project category or region and to produce tailored reports that simplify opportunity identification. Officials positioned Atlas as a means to turn detailed data into practical guidance that accelerates investor engagement and decision-making.
Mohamed Hassan Alsuwaidi, UAE Minister of Investment, said the nation’s manufacturing profile today rests on technology, innovation and a clear emphasis on high-value output. He noted that bringing international capital into advanced manufacturing forms a core element of long-term economic planning because it builds capacity, upgrades skills and ties the UAE more firmly into worldwide supply networks. Alsuwaidi spoke during a fireside discussion at the forum on capital allocation in a technology-focused global setting.
The whitepaper and platform were presented at the Make it in the Emirates forum organised by ADNEC Group with participation from the Ministry of Culture, the Abu Dhabi Investment Office, ADNOC and other entities. This gathering illustrated a unified government strategy that combines investment attraction with industrial deployment to reshape global supply chains. The event provided a venue for showcasing how stable policies and world-class logistics support new manufacturing ventures.
Both initiatives advance the national roadmap that seeks to lift manufacturing output to AED 300 billion in GDP contribution by 2031, a target already more than 60 percent achieved based on current trajectories. The Ministry of Investment described the combined launch as part of ongoing work to broaden opportunities for foreign investors, technology partners and industrial operators. The effort underscores the UAE’s aim to maintain its standing among the most investment-ready and future-oriented industrial locations worldwide.
