The Ministry of Higher Education and Scientific Research has signed a memorandum of understanding with Fudan University to strengthen academic and research partnerships between the Chinese institution and federal higher education bodies in the UAE, according to an announcement from the ministry. The pact reserves dedicated study places for outstanding Emirati students at the university while promoting exchanges that build national capabilities in knowledge-driven sectors. This step forms part of ongoing work to connect UAE institutions with elite global partners and align education outcomes with economic priorities.
Under the agreement the ministry will coordinate direct engagement between Fudan University and UAE counterparts to design joint programs based on shared priorities, a ministry statement indicated. Areas of emphasis include expanded mobility for students and academic staff, collaborative research projects, institutional knowledge sharing and the exchange of operational best practices. The framework also seeks to establish longer-term pathways for mutual development between the two countries’ education systems.
Fudan University President JIN Li underscored the value of the partnership in remarks carried by the ministry. “Fudan University attaches great importance to its collaboration with the UAE Ministry of Higher Education and Scientific Research. The signing of this MoU will create new opportunities for faculty and student exchange and research cooperation between Fudan and UAE universities and research institutions. We look forward to working together to address shared global challenges through knowledge and innovation,” he said.
Founded in Shanghai in 1905, Fudan University is ranked among the world’s top 30 institutions according to QS World University Rankings 2026 data cited in the ministry announcement. The university additionally places in the top 40 of the Times Higher Education World University Rankings and maintains a strong profile in research output and talent development. These attributes make it a strategic addition to the UAE’s roster of international higher education collaborators.
The memorandum aligns with the ministry’s established national scholarship programme, under which MoHESR figures show 592 Emirati students are currently enrolled at more than 115 leading universities across 22 countries. Ministry data further indicate that 187 students graduated from the programme in the 2024-2025 academic year. Such partnerships continue to focus on disciplines tied to national development needs including engineering, technology and the sciences.
Comparable agreements with domestic organisations such as Dubai Electricity and Water Authority and Emirates Global Aluminium have similarly expanded scholarship pathways in targeted fields, according to earlier MoHESR statements. These initiatives jointly select universities, assess candidates and support transitions from study to employment in key economic sectors. The latest accord with Fudan University broadens this model by incorporating a prominent Chinese research university into the network.
