UAE Launches World’s First Agentic AI Framework Across Government Entities

The Emirates News Agency reported that Vice President and Prime Minister of the UAE and Ruler of Dubai Sheikh Mohammed bin Rashid Al Maktoum unveiled the new framework to integrate autonomous AI agents capable of independent task execution and decision making into all federal entities. Sheikh Mohammed bin Rashid Al Maktoum made the announcement in line with directives from President Sheikh Mohamed bin Zayed Al Nahyan. The framework aims to enhance operational efficiency and innovation in public services as part of the country’s broader technology agenda.

According to the Emirates News Agency the initiative marks the first such structured government approach to Agentic AI globally and will see deployment begin immediately with dedicated implementation teams assigned across ministries. Sheikh Mohammed bin Rashid Al Maktoum outlined how the system will allow AI agents to handle complex processes while maintaining human oversight for strategic decisions. The announcement detailed initial focus areas including data analysis and automated service delivery to residents.

A PwC Middle East assessment of GCC digital transformation placed the UAE at the forefront of AI adoption in the region with government investments exceeding $20 billion since the launch of the National Artificial Intelligence Strategy 2031 according to official government records from that period. The strategy which the Ministry of Artificial Intelligence and Digital Economy has overseen set targets for AI integration in 50 percent of government services by 2031. Sheikh Mohammed bin Rashid Al Maktoum has consistently positioned technology leadership as central to national development plans.

The Emirates News Agency noted that the framework builds directly on prior UAE programs such as the Dubai AI Campus and partnerships with international technology providers that have trained thousands of national talent in advanced systems. Sheikh Mohammed bin Rashid Al Maktoum stressed the need for ethical deployment and regulatory safeguards within the new structure. Training modules for civil servants will accompany the rollout to ensure seamless collaboration between human teams and AI agents.

International benchmarks from the World Economic Forum have ranked the UAE among the top 20 nations for technology readiness in recent global competitiveness reports with AI cited as a key driver of that position. The new framework extends these gains by targeting full autonomy in select government functions while aligning with existing data protection laws. Further guidelines on implementation benchmarks will be issued by the relevant authorities in coming weeks.

Sheikh Mohammed bin Rashid Al Maktoum has directed that progress reports on the framework’s adoption be presented quarterly to the UAE Cabinet according to the Emirates News Agency. The announcement highlighted potential applications in sectors ranging from healthcare diagnostics to urban planning optimization. Coordination with local governments in Abu Dhabi and Dubai will ensure unified standards across the federation.
