The Emirates News Agency reported that Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council, issued a decision naming Dr. Rashid Mohammed Al Hamrani to the post. The appointment takes effect from the date of issuance and covers leadership of efforts to resolve disputes and enforce judicial decisions. Dr. Al Hamrani holds a PhD in law and has built extensive experience across judicial and legal roles within the Dubai system. The decision reflects structured succession in key operational departments.
Dr. Rashid Mohammed Al Hamrani previously served as Director of the International Relations Department at Dubai Courts, the Emirates News Agency stated. He has also held positions in legal affairs and contributed to cross-border judicial coordination initiatives. These roles have equipped him with detailed knowledge of both domestic procedures and international standards applicable to enforcement actions. His background includes direct work on case management and regulatory compliance.
The Settlement and Enforcement Department handles amicable resolutions and execution of rulings across civil, commercial and family matters. Dubai Courts data from the 2025 annual report placed the overall settlement rate at 90 percent of registered disputes. The Dubai Judicial Authority assessment found that total settlements reached 10.2 billion dirhams, encompassing inheritance cases valued at 5.3 billion dirhams and other categories at 4.9 billion dirhams.
Enforcement operations formed a core component of departmental activity last year. Official figures show 64,329 execution files were closed in 2025 while 1.273 million operations were processed in earlier comparable periods. The department also collected and distributed billions of dirhams in trusts and assets, according to the same judicial authority report.
Digital platforms have expanded access to settlement services in recent years. The Dubai Judicial Authority’s 2025 annual report documented completion of 1.7 million smart requests alongside 24,507 remote hearings. Blockchain technology supported 173,013 transactions, contributing to reduced processing times that averaged 13.8 days for certain inheritance settlements.
Customer satisfaction metrics for case management reached 98 percent in related sectors during 2025, Gulf News reported citing executive directors. This exceeded the broader Dubai Courts average of 92 percent. The improvements coincided with launch of platforms such as the Jabr Platform developed with the Dubai Health Authority to accelerate distribution of assets to beneficiaries.
