ADGM’s Registration Authority activated its Broker Classification Framework on Feb. 12, 2026, according to an announcement on the authority’s website. The framework establishes a five-tier classification for licensed real estate brokers ranging from General to Platinum, with tiers determined by scores in sales performance, professional education and customer feedback. The authority hosted a workshop on Feb. 10, 2026, to present the initiative to brokers and gather feedback on its design and implementation.

Rashed Al Blooshi, CEO of ADGM’s Registration Authority, said in the announcement, “The Broker Classification and Privileges Initiative set a new benchmark for real estate professionalism within ADGM. By linking performance, transparency, and incentives, we are empowering brokers to raise standards while strengthening trust and buyer confidence in the market. This initiative reflects our role as a proactive regulator and a business enabler.” The authority described the system as positioning brokers as strategic partners rather than simple intermediaries in the real estate market.
The initiative forms part of ADGM’s broader efforts to introduce progressive frameworks that support sustainable growth in the real estate sector, the announcement stated. It aligns with the jurisdiction’s expansion to include Al Reem Island, which the Abu Dhabi Media Office reported enabled the Registration Authority to launch more than 70 real estate services in 2025, including a unified digital platform for remote transactions. According to an ADGM announcement from December 2025, real estate transaction values in the jurisdiction rose 104 percent year-on-year in the third quarter of 2025 while sales activity increased 78 percent.
ADGM’s Registration Authority assessment found that the classification system would incentivise continuous improvement among brokers by recognising excellence and linking it to privileges. The three scoring categories focus on measurable aspects of broker operations, including client satisfaction metrics and investment in ongoing training. The authority indicated that the framework draws on international best practices to build a trusted real estate ecosystem in Abu Dhabi.
Separate figures from the Abu Dhabi Real Estate Council showed the emirate’s overall real estate market achieved record transaction values of AED 54 billion in the first half of 2025, representing 42 percent growth from the same period a year earlier. ADGM’s Registration Authority has integrated its new broker framework with the AccessRP digital platform, which provides end-to-end services for property registration, leasing and ownership transfers across Al Maryah and Al Reem islands. The authority’s May 2026 announcement noted that the Broker Classification Framework contributed to continued expansion in asset management and licensing activity during the first quarter of 2026.
