The authority described the council as an interactive space designed to hear the views and suggestions of customers from the publishing industry while discussing opportunities to streamline processes, according to a post on its official X account. This first-of-its-kind session for the sector forms part of the national Zero Government Bureaucracy Programme that the UAE government launched in 2023 to eliminate all redundant administrative requirements. The programme targets a complete removal of unnecessary digital procedures and greater adoption of artificial intelligence technologies across federal entities.

A statement from the National Media Authority emphasised that developing the customer experience begins with active listening and converting ideas into practical improvements that make services more accessible and efficient. The session aligns with similar customer councils organised by other government bodies, including the Ministry of Finance which convened its third such meeting in November 2025 to test solutions in financial management and procurement processes. Those gatherings have already led to upgraded digital systems and expanded automation, a ministry release indicated.

The publishing-focused council arrives as the UAE books market demonstrates robust potential for growth, with projections from Grand View Research estimating revenues will climb from $450 million in 2026 to $621.7 million by 2033 at a compound annual growth rate of 4.7 percent. Educational titles accounted for the largest portion of the market in 2025, while the comic segment is expected to expand most rapidly during the forecast period, the research house data shows. This expansion supports the country’s ambitions to position itself as a global centre for cultural and creative industries.

Dubai retained its status as the top destination for foreign direct investment in cultural and creative industries for the fourth year running in 2025, according to recent reports, while the broader publishing sector is forecast to expand from $260 million to $650 million by 2030. The national reading strategy has set an ambitious target of increasing annual local book production from approximately 400 titles to 4,000 by the end of 2026, Khaleej Times reported in coverage of the initiative. Such goals underscore the importance of efficient regulatory frameworks that the new council aims to foster through direct industry input.

Participants in the Zero Bureaucracy Customer Council are expected to contribute insights that will help refine licensing, approvals and other procedures relevant to publishers operating in the UAE. The authority’s move reflects a wider governmental shift toward customer-centric service design that places end-users at the core of policy refinement and operational upgrades. By addressing bottlenecks identified by the publishing community, the council seeks to bolster the sector’s competitiveness within the evolving regional media landscape.

The Zero Government Bureaucracy Programme contributes directly to the We the UAE 2031 vision by reducing time, effort and resources spent on administrative tasks for businesses and individuals, multiple government announcements have confirmed. Earlier phases have focused on identifying challenges from the customer’s perspective before moving into redesign and implementation stages. The National Media Authority’s inaugural council for publishers marks an extension of this approach into the media and creative fields.
