A delegation from the UAE Ministry of Interior attended the fifth edition of the Global Public Security Cooperation Forum in Lianyungang China WAM reported. The event which ran from September 8 to 10 focused on uniting nations to strengthen public security governance amid global instability. Discussions centered on practical measures to tackle cross-border challenges ranging from cyber threats to organized crime. Officials used the platform to exchange expertise with counterparts from around the world.

China’s Ministry of Public Security backed the gathering which drew more than 2,100 participants from 139 countries regions and international organizations a Global Times report indicated.[[1]](https://www.globaltimes.cn/page/202609/1370171.shtml) Eight subforums addressed topics including migration management international counter-narcotics cooperation and cybersecurity alongside an expo on public security technology. The forum also hosted the launch of an international alliance aimed at combating telecom and online fraud. Organizers released the Global Public Security Index Report covering 2025-2026 during the proceedings.

The forum originally launched in 2015 has evolved into a major venue for law enforcement diplomacy under China’s Global Security Initiative a Carnegie Endowment assessment found.[[2]](https://carnegieendowment.org/research/2025/08/a-new-world-cop-on-the-beat-chinas-internal-security-outreach-under-the-global-security-initiative) It promotes pragmatic cooperation in policing and capacity building with participants including senior officials from multiple countries. The UAE’s engagement reflects its ongoing commitment to multilateral security partnerships that enhance regional and global stability.

UAE representatives engaged in sessions on counterterrorism and police education cooperation during the three-day program. Their participation builds on existing bilateral security ties with China that include joint training and information sharing initiatives. Such forums allow the ministry to benchmark practices against international standards while contributing UAE perspectives on effective governance models.

This year’s index report introduced an artificial intelligence security indicator for the first time according to Chinese government publications. It evaluates nations across dimensions such as law enforcement counterterrorism road safety and digital protection. The data provides a basis for countries to identify gaps and pursue targeted improvements in their security frameworks.

Additional parallel sessions explored tourism safety and international security services offering a broad view of contemporary risks. Experts highlighted the role of advanced equipment and training in addressing evolving threats like synthetic drugs and cyber fraud. The UAE delegation reviewed exhibits at the accompanying technology expo to assess potential applications for domestic use.
