The Department of Community Development – Abu Dhabi highlighted the recruitment as a key outcome of its 2024 partnership with PureHealth to build a more inclusive healthcare ecosystem. PureHealth operates more than 100 hospitals and maintains a global workforce of over 56,000 according to its 2024 annual report. The company established the Empowering Abilities Programme following the memorandum of understanding to guide inclusion through policies on flexible arrangements, assistive technology and equal opportunities. Group Chief Executive Officer Shaista Asif stated that the initiative aligns with national efforts to empower every individual to contribute to societal growth.

Care & Cover serves as PureHealth’s integrated platform combining insurance, clinical delivery and preventive health management. The Department of Community Development noted that placing People of Determination in these operations improves both workplace diversity and the quality of services offered to the broader community. This approach reflects a shift toward aligning financial incentives with long-term wellness outcomes across the group’s network.

Similar progress appears across the UAE, where the Zayed Authority for People of Determination reported placing 131 individuals into employment during 2025, up from 81 the year before. Dubai government entities had 326 People of Determination on staff according to the Dubai Government Human Resources Department’s inclusive employment review. These figures illustrate expanding opportunities in both public and private sectors.

The original agreement with the Department of Community Development also addresses enhancements to data systems for tracking needs and the expansion of social care programmes that promote independent living. PureHealth has committed to sustained collaboration on vocational pathways and workplace adjustments to support retention. Such measures aim to create scalable models for inclusion throughout the healthcare industry.

Since the partnership launched two years ago, the focus has remained on translating policy into tangible roles while maintaining operational standards. The Department of Community Development described the latest hires as reinforcement for a cohesive society that values diverse contributions. PureHealth continues to evaluate further opportunities to broaden participation across its expanding footprint.
