The UAE Ministry of Foreign Affairs reported that President His Highness Sheikh Mohamed bin Zayed Al Nahyan sent a congratulatory message to President Maia Sandu of Moldova on the occasion of her country’s Independence Day. His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, and His Highness Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister and Chairman of the Presidential Court, dispatched similar messages to President Sandu and to Prime Minister Dorin Recean. This annual gesture of goodwill aligns with the UAE’s practice of exchanging such communications with friendly nations on their national days.

Moldova observes its Independence Day annually on August 27. The date marks the adoption of the Declaration of Independence by the Moldovan Parliament in 1991, severing ties with the Soviet Union. Historical accounts from Moldovan state records indicate the move came in the wake of the failed August coup in Moscow and widespread popular demonstrations pushing for sovereignty.

The 1991 declaration received support from 278 out of 371 parliamentarians, according to reports from the Moldovan press agency MOLDPRES. It denounced prior forced incorporation into the Soviet Union and called for international recognition along with United Nations membership. Romania extended recognition within hours of the proclamation, becoming the first country to do so.

Diplomatic relations between the UAE and Moldova were formally established on December 21, 1995, according to the Moldovan embassy in the UAE. The partnership has since expanded across political consultations, economic cooperation and people-to-people exchanges. Moldova’s Ministry of Foreign Affairs has described the relationship as one of growing collaboration in areas of mutual interest.

Over the years the two countries have concluded multiple bilateral agreements that form the legal basis for their ties. These include pacts on air services signed in 2019, mutual promotion and protection of investments in 2017, and avoidance of double taxation signed the same year, the embassy’s published legal framework shows. Such instruments have supported incremental increases in trade volumes and investment activity between the sides.

In 2025 the UAE and Moldova signed a memorandum of understanding on mutual exemption of entry visas during talks in Abu Dhabi between their foreign ministers, a development reported by Khaleej Times. The accord aims to ease travel for citizens and business delegations while fostering closer economic and commercial links. Officials on both sides have affirmed their commitment to building on this foundation in the years ahead.
