These increases have strengthened the overall capacity of businesses to scale operations and innovate, according to the ministry’s assessment. The Labour Market Observatory provided the detailed breakdown that highlights consistent year-on-year gains.

The UAE secured first place globally across several competitiveness indicators in 2025, MoHRE reported at the time. The rankings covered employment growth, employment rate, adherence to standard working hours, low levels of labour disputes and availability of senior managers with international experience. The ministry presented the results as direct outcomes of regulatory reforms designed to enhance market flexibility and appeal. Such positioning has helped differentiate the UAE from regional peers pursuing similar diversification goals.

Subsequent Labour Market Observatory statistics showed the private sector workforce grew by 12.4 per cent across all of 2025 while the number of establishments increased by 7.8 per cent. In the first quarter of 2026 the workforce expanded by an additional 2.5 per cent, skilled positions rose 1.5 per cent and company registrations advanced 0.4 per cent, the observatory data places. These continued gains reflect the labour market’s ability to absorb new entrants while matching skills to evolving business requirements. The ministry has used the observatory to track real-time trends that inform policy adjustments.

The ministry has introduced measures such as updates to the wage protection system that enable early intervention to safeguard employment relationships and business continuity. Digital governance tools now process a growing share of transactions related to work permits, contract amendments and dispute resolution, according to MoHRE. These platforms have reduced administrative burdens on both employers and workers while maintaining high compliance standards. The overall framework seeks to balance protections for employees with operational agility for companies.

Economic participation rates have risen alongside the recorded expansions, with the total labour force surpassing previous records in recent years, ministry figures confirm. International talent flows have remained strong as businesses in key sectors seek specialised expertise to support growth ambitions. The Labour Market Observatory continues to monitor these dynamics to ensure policies remain aligned with both domestic priorities and global benchmarks.
