The Tawazun Economic Council has signed a letter of intent with UTAC to examine potential collaboration in vehicle testing and certification within the UAE according to a statement distributed by the Emirates News Agency. The agreement focuses on opportunities to develop local capabilities in mobility testing homologation and safety certification standards. Tawazun which oversees offset programs tied to defense procurement has pursued such partnerships to transfer technology and build industrial capacity in the country.

UTAC operates as a prominent French provider of automotive engineering testing and certification services with facilities that support both civilian and specialized vehicle assessments. In the announcement Tawazun described the letter of intent as a step toward establishing advanced testing infrastructure that meets international requirements. The French firm brings extensive experience from European regulatory frameworks that could be adapted to support UAE-based manufacturers and defense contractors.

This development aligns with broader Emirati initiatives to expand the domestic defense and automotive sectors through strategic international alliances. A Stockholm International Peace Research Institute assessment found that the UAE ranked among the top 10 global arms importers between 2019 and 2023 with European suppliers including France providing a substantial share of transfers. Such cooperation in testing could accelerate local production and maintenance capabilities for advanced vehicles.

Tawazun has facilitated multiple similar agreements in recent years that have led to joint ventures and knowledge transfer programs across the UAE. The council’s statement noted that any future collaboration with UTAC would emphasize innovation in areas such as electric mobility and autonomous systems testing. Officials from both organizations attended the signing during a major European defense exhibition where industry leaders gathered to discuss emerging technologies.

The UAE’s automotive aftermarket and vehicle registration volumes have grown steadily with Central Bank of the UAE data showing consistent increases in related financing activity over the past five years. Establishing a regional center for testing and certification could position the country as a hub for neighboring markets that require similar services. The letter of intent sets the stage for further discussions on specific projects timelines and investment requirements.

Both parties expressed commitment to advancing the exploratory phase with follow-up technical meetings planned in the coming months. The Emirates News Agency reported that the initiative reflects ongoing efforts to diversify the UAE economy beyond traditional sectors. Additional context from industry analyses indicates that demand for certified testing facilities in the Gulf is projected to rise in line with regulatory updates and fleet modernization programs.
