His Highness Sheikh Mohammed bin Rashid Al Maktoum witnessed the graduation of the first cohort of the Government Leadership Programme, which comprised 41 directors from federal and local government entities along with private sector companies. The event took place at Qasr Al Watan in Abu Dhabi with several high-level officials in attendance, according to the Emirates News Agency. Graduates had completed a year-long leadership development track featuring specialised workshops, mentoring by global experts and a study tour to Vietnam while implementing transformational projects across economic, environmental and industrial sectors. The programme seeks to cultivate national talent equipped to drive innovation in public service.

The UAE Government Leaders Programme, launched in 2008, has produced more than 770 leaders who have delivered measurable impact across government entities since its inception. A Dubai Protocol Office overview placed the initiative as a cornerstone of national efforts to construct a comprehensive talent ecosystem for future governance needs. The first cohort’s focus on practical outcomes reflects the evolution of these development tracks in response to emerging priorities in policymaking and strategic execution.

Participants in the cohort engaged with topics ranging from artificial intelligence and data analytics to circular economy principles and Industry 4.0 applications during their training. Khaled Sharaf, Director of the UAE Government Leaders Programme, described the graduation as an important milestone in nurturing Emirati talent for upcoming economic responsibilities. The curriculum incorporated 170 hours of combined face-to-face and virtual sessions alongside field visits to foster innovative thinking among the directors.

A related design and leadership track run by the Dubai Future Foundation attracted 41 participants in its previous edition, mirroring the scale of the current government leadership cohort. Abdulaziz AlJaziri, Deputy CEO of the Dubai Future Foundation, said in a statement, “The Lead & Design Programme has successfully developed government talent by equipping participants with the latest design thinking skills and methods.” He noted that the training enhances capabilities to address community requirements through collaborative and systems-oriented approaches while supporting Dubai’s preparedness for future challenges.

These leadership initiatives align with the broader ‘We the UAE 2031’ vision by serving as incubators for sustainable growth and human capital development. The programmes emphasise real-world project delivery that translates directly into institutional improvements and policy advancements. Such structured training has become integral to strengthening the skills pipeline for both domestic governance and international knowledge exchange.

The UAE Government Experience Exchange Programme has established more than 35 international partnerships and conducted over 2,400 interactive workshops while delivering more than 30 million training hours, a 2024 government report showed. This outward-facing dimension complements domestic leadership development by positioning the country as a hub for sharing modernisation models with partner nations. The combined ecosystem of programmes continues to expand, incorporating new cohorts focused on specialised areas such as artificial intelligence, sustainability and institutional transformation.
