The Telecommunications and Digital Government Regulatory Authority said in a statement that it had launched the Digital Enablers Experts programme through the Digital Government Academy. The initiative creates an integrated digital training pathway to build the readiness of technical teams in government entities and private sector organisations for efficient and secure UAE PASS integration. This step supports the Zero Government Bureaucracy programme by broadening the secure application of the national digital identity platform across service journeys.

The programme features nine practical training modules aligned with the GovStack framework and focused on four stages of system integration, the authority stated. Those stages encompass initiation, development, assessment and operational launch, with each module tied to the regulatory, technical and security requirements that teams encounter in practice. The training delivers self-paced interactive learning supported by virtual laboratories and content tailored to participants’ specific roles.

Participants who complete the course will gain the ability to identify integration requirements, configure technical environments, conduct required testing and prepare for operational launch in line with approved UAE PASS standards, according to the TDRA announcement. The curriculum emphasises direct alignment with the actual integration journey rather than general theory. It addresses technical teams, service owners, solution providers and system integrators engaged in onboarding to or enhancing existing connections within the UAE PASS ecosystem.

H.E. Eng. Majid Sultan Al Mesmar, director general of the Telecommunications and Digital Government Regulatory Authority, said in the statement, “Investing in human capabilities is the foundation for transforming digital enablers into tangible impact across services. We are not simply providing training content; we are offering a unified, practical pathway that enables entities to move from understanding UAEpass requirements to implementing secure and effective operational integration.” Al Mesmar added that UAE PASS plays a pivotal role in simplifying the customer experience and reducing repetitive procedures and duplication across processes.

TDRA figures from a September 2025 forum show that UAE PASS has surpassed 11 million users while supporting more than 15,000 digital services from over 350 entities. The system has processed 2.6 billion transactions, 600 million logins and facilitated the sharing of 17 million documents with a 96 percent user satisfaction rate, the authority reported. The UAE holds 11th place globally in the United Nations e-Government Development Index, a position that reflects sustained regional leadership in digital government according to UN data.
