Global Media Insight research published in May 2026 places the expatriate population at 10.24 million people accounting for 88.5 per cent of the UAE’s total 11.57 million residents. World Bank data for the prior year similarly reflected a population exceeding 11.5 million with heavy reliance on foreign labour. Such demographics amplify the relevance of inheritance regulations tailored to non-citizens.

The Civil Transactions Law forms part of ongoing legal modernisation efforts that include recent adjustments to the age of maturity and court procedures the UAE Media Office noted in related announcements. “The new law represents a pivotal legislative milestone and a qualitative shift in regulating civil transactions in the UAE based on a balanced and contemporary vision that seeks to reorganise the general foundations of rights and obligations while enhancing the clarity of legal rules and facilitating their practical application” the office stated. These changes aim to reduce duplication across statutes and improve judicial efficiency overall.

Legal experts consulted by Gulf News indicated that further details would emerge upon the law’s publication in the official gazette in the coming days. For the time being systems for registering wills remain operational without modification. The provision applies exclusively to unclaimed estates meeting the no-heir criterion.

The Gulf News report indicated that the change reduces uncertainty around dormant or disputed assets for businesses financial institutions and property stakeholders. The regulation aligns with the UAE’s broader objective of creating a predictable legal environment that supports its position as a global business hub. Officials emphasised the balance between individual rights and societal responsibilities in the new legislation.
