Mastercard has expanded its presence in the MENA startup sector through multiple collaborations, including previous programs that supported small-business digitisation across the Gulf. The new finance solution will prioritise pre-seed and seed-stage companies, providing them with tailored products that align with local regulatory requirements while drawing on Mastercard’s international data insights. Central Bank of the UAE figures show that lending to small and medium-sized enterprises increased by more than 15 percent year-on-year in 2025, underscoring demand for such targeted instruments.

The announcement highlighted how the platform will connect founders directly with investors and banking partners through a streamlined application process managed within the Dubai Founders HQ network. Participants will also receive guidance on compliance and international expansion, areas where Mastercard’s network adds measurable value. Dubai Department of Economy and Tourism data indicates the emirate now hosts over 7,000 active startups, many of which cite access to early-stage capital as a primary operational challenge.

Further rollout details will include pilot testing with selected cohorts before wider availability later in the year, the organisations stated. The solution builds on Dubai’s broader strategy to foster a supportive environment for technology-driven businesses through public-private partnerships. Similar Mastercard initiatives in other markets have helped disburse funding to more than 50,000 enterprises since 2022, according to the company’s published impact reports.
