The Technical Committee of the Abu Dhabi Quality and Conformity Council endorsed guidelines developed by the Abu Dhabi Waste Management Centre to improve pest control services along with municipal solid waste collection and transportation infrastructure across the emirate. ADQCC approves development of technical standards for public cleanliness services through the newly ratified documents that establish unified specifications for all three areas. The standards aim to create consistent quality benchmarks that participating entities must follow in their daily operations. Collaboration between Tadweer and the council’s technical working group incorporated input from local and federal stakeholders during the drafting phase.

These pest control guidelines establish a unified technical reference for managing public health pests by defining precise quality standards and procedural requirements. The framework includes 11 specific technical documents that address service scope and frequency in high-priority locations such as government buildings and health facilities. Integrated management approaches cover mosquitoes rodents flies cockroaches bed bugs ants termites fleas ticks and other dangerous pests. A separate set of guidelines addresses the infrastructure needs for efficient waste collection and transport to prevent environmental contamination.

According to the Emirates News Agency the approval process involved a Permanent Technical Committee for Abu Dhabi’s Technical Standards that includes representatives from public private and academic sectors. This body reviews all technical documents before final ratification to ensure broad consensus among relevant parties. The guidelines support implementation of Circular No 2 of 2016 issued by the Abu Dhabi Executive Council which calls for harmonisation of the standardisation system. Development followed recommendations from subject-matter experts drawn from entities directly involved in service delivery.

Dr Helal Al Kaabi Director-General of the council said in the announcement that the development of these guidelines forms part of the QCC’s continued efforts to enable standardised services and specifications for its partners in Abu Dhabi in close collaboration with various stakeholders. He added that the council seeks to support the efforts of the Abu Dhabi Government to harmonise the standardisation system to achieve the objectives of Circular No 2 of 2016 issued by the Abu Dhabi Executive Council in this regard. The director-general noted that the Permanent Technical Committee actively contributes to the governance of the standards system by presenting recommendations on approval of all relevant technical documents.

A CDC assessment of environmental cleaning programmes found that facilities with clearly defined cleanliness policies and monitoring protocols achieve measurable reductions in infection transmission risks in public environments. The Abu Dhabi approach aligns with such international benchmarks by embedding regular evaluation mechanisms into the approved service guidelines. Similar frameworks in other GCC states have contributed to sustained improvements in urban hygiene metrics over the past decade according to regional health authority compilations. The new standards provide a foundation for ongoing training and compliance verification across service providers.

The council maintains an integrated regulatory system that combines field inspections laboratory testing and certification processes to verify adherence to approved specifications. In a separate 2025 performance summary the authority reported issuing more than 1400 individual service conformity certificates while renewing nearly 3000 others across its operations. These activities underscore the scale of oversight applied to sectors including public cleanliness where consistent application of technical standards directly affects resident health outcomes. Ongoing updates to the guidelines remain possible as new stakeholder feedback emerges.
