Sheikh Zayed bin Mohamed has issued a resolution appointing Marwah Fadel as the first Director-General of the Community-Managed Virtual Authority. The appointment announced on October 19, 2026 comes shortly after the authority’s creation through a resolution from Vice President Sheikh Mansour bin Zayed Al Nahyan. WAM stated that Fadel will assume executive responsibility for the authority’s work during the initial term.

The Community-Managed Virtual Authority was established under the directives of President Sheikh Mohamed bin Zayed Al Nahyan and is affiliated with the Presidential Court. According to Gulf News, Sheikh Zayed bin Mohamed bin Zayed Al Nahyan was appointed Chairman of the authority in the establishing resolutions. The body adopts a non-traditional governance framework that periodically assigns management roles to skilled community members.

This model allows for the rotation of a Director-General and supporting teams drawn from across UAE society. Khaleej Times reported that the selection process is based on competence, expertise and the ability to contribute to the authority’s objectives. The authority focuses on developing innovative solutions, programmes and projects that deliver sustainable value to the nation.

Opportunities are open to youth, professionals, academics, entrepreneurs and retirees to participate in managing the authority. The National noted that the initiative coincides with the conclusion of the Year of Community in 2025 and draws inspiration from the vision of the late Sheikh Zayed bin Sultan Al Nahyan. Each leadership cycle aims to ensure a continuous flow of fresh ideas and exchange of expertise while attracting national talent from diverse backgrounds.

The authority will design initiatives aligned with national priorities including the UAE Centennial 2071. A report by The National indicated that it will document accumulated knowledge to facilitate smooth transitions between successive community management teams. Marwah Fadel’s appointment as the inaugural Director-General sets the operational precedent for future selections under this participatory approach.

Zayed bin Mohamed issues resolution appointing Marwah Fadel as the first Director-General of the Community-Managed Virtual Authority as highlighted in official communications. The resolution specifies the term length which can be adjusted by the Chairman based on operational needs. Budget and accounts for the authority require approval from the Chairman of the Presidential Court.
