The two-day Concordia Horizon Summit will convene government leaders, business executives and decision makers to tackle global challenges and identify opportunities for enhanced cooperation. Discussions will centre on public-private partnerships along with critical infrastructure, technology and innovation through plenary sessions and targeted working groups. The event is organised in collaboration with the Department of Finance for the Government of Dubai.
It will take place under the patronage of His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum stated that the summit will attract a select group of executive leaders and decision-makers to explore opportunities for cooperation in the field of public-private partnerships. He added that the initiatives and projects within the Dubai government’s portfolio of public-private partnership projects, approved by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, will also be announced, covering 10 different strategic sectors. The Dubai Media Office distributed the details of the announcement.
The decision to bring the summit to Dubai was revealed at the 2026 Concordia Annual Summit in New York, held in conjunction with the UN General Assembly in September 2026. Concordia is a nonprofit organisation founded in 2011 that has convened more than 2,000 leaders annually from over 100 countries to facilitate cross-sector partnerships. Its events have produced hundreds of collaborations that extend beyond the conference period, according to the organisation’s published records.
This marks Concordia’s inaugural major gathering in the GCC and underscores Dubai’s growing profile as a venue for high-level international forums. The Dubai Department of Economy and Tourism reported that the city secured hosting rights for 504 international business events in 2025, a 15 percent increase from the previous year, with those events projected to attract more than 272,000 delegates through 2029. A World Bank review of Gulf economies highlighted continued expansion in non-oil sectors such as trade and financial services, which such gatherings help sustain by spotlighting investment and innovation pathways.
The summit will ensure that topics of relevance to both the Middle East and global audiences receive focused attention from leading participants. Organisers have indicated that the programme will translate dialogue into concrete initiatives that advance priority economic areas. Additional specifics on speakers and session formats are expected in the months ahead.
By hosting the event, Dubai aims to reinforce its position as a platform that converts high-level discussions into measurable economic outcomes. The gathering aligns with the emirate’s established calendar of major conferences that draw substantial international attendance each year. Details on exact dates within May 2027 will be confirmed as planning advances.
