Dubai Municipality Completes Worker Community Markets Spanning Key Industrial Zones

Dubai Municipality has completed development of integrated community markets for workers in Muhaisnah 2, Al Quoz Industrial Area 3, Al Quoz 4 and Jebel Ali Industrial Area 1, the authority said in a statement. The projects cover more than 69,000 square metres in total with three markets already operational and the fourth scheduled to open in the coming period. This forms part of efforts to create safe and organised environments for daily needs close to worker accommodations.

The markets feature eight service categories that include food kiosks, fruit and vegetable outlets, meat and fish sellers, consumer goods, barber shops, tailoring services, sports facilities and spaces for health awareness and community events, according to the municipality. In the three operational sites there are 866 kiosks and stalls providing an integrated experience combining shopping, services and recreation. The design supports quality of life through convenient access within sustainable urban settings.

Dubai Municipality figures show the initiative has benefited more than 640,000 workers and achieved a 99 percent satisfaction rate. More than 69 community events with over 800,000 attendances have been organised along with 16 awareness workshops on health and safety, food safety, first aid, public health and emergency preparedness that engaged more than 16,500 workers. The project has received the British Safety Council Award in Category A and offers a model for similar developments across the UAE.

Dr Naseem Mohammed Rafie, Acting CEO of the Environment, Health and Safety Agency at Dubai Municipality, said in the statement, “The development of integrated community markets for workers reflects Dubai Municipality’s commitment to providing safe, healthy and accessible environments that enhance quality of life and wellbeing. These projects have been developed in line with planning and organisational standards that support convenient access to essential services, efficient infrastructure and sustainable facilities that respond to workers’ daily needs.”

The markets provide an integrated community model that brings together shopping, services, sports, recreation and awareness activities within organised and safe spaces, the statement added. Locating the facilities close to workers’ accommodation supports public health, food safety and community engagement. Dubai Municipality collaborates with the private sector for operation and management under regulatory frameworks to ensure compliance with health, safety and sustainability requirements.

These projects reflect Dubai’s approach to developing community infrastructure through effective planning, institutional integration and private-sector collaboration, Dr Naseem noted. The initiative contributes to the authority’s strategic objectives in sustainable urban planning, proactive public health, occupational safety, food safety and community infrastructure development.
